• To establish and/or maintain HIV prevention programs implemented in collaboration with local community-based organizations (CBOs) serving African-Americans by providing culturally competent capacity-building assistance and training to CBOs serving African-Americans.
  • To mobilize African-Americans as responsible leaders and key participants in the delivery of HIV prevention services.
  • To increase collaboration and support among agencies organizations groups and constituencies providing HIV prevention services to African Americans.
  • To increase participation and involvement of African Americans in the community planning process.
  • To improve training and assistance to community planning groups relative to recruitment, identification and retention of African-Americans in the community planning process.
